Belarus: European Warning On Presidental Vote

The European Union warned Belarus that it would consider "further appropriate restrictive measures" if the government of President Aleksandr G. Lukashenko failed to ensure a fair vote in presidential elections scheduled for March 19. The union's foreign ministers issued the warning after meeting in Brussels with Mr. Lukashenko's main opposition candidate, Aleksandr Milinkevich. They called on Belarus to register all eligible contenders, to allow Mr. Lukashenko's opponents access to state television and radio and to allow international observers unimpeded access during the campaign and vote. The bloc has already barred senior members of Mr. Lukashenko's administration from traveling to Europe because of dubious results in previous elections and the disappearances of government critics in 1999 and 2000.
