Mobile network operator Belarus Telecommunications Network (BeST), which launched services in the capital Minsk on 11 December 2005, has signed up close to 2,000 users in its first few weeks of operations. The cellco is targeting the low end of the market and Sergei Poblaguyev, the company's general director, says it has attracted more than 1,000 subscribers through a programme which offers preferential tariffs for certain types of subscribers. BeST's network has capacity for 150,000 numbers which can be increased to three million, and over 30 base stations in Minsk.
