Russian-Belarusian Electricity Transit Talks To Resume

MINSK -- A third round of Russian-Belarusian talks on Russian electricity transit to the Baltic states and the Russian exclave of Kaliningrad were due to be held today in Minsk, RFE/RL's Belarus Service reports.

The talks were supposed to take place on January 20 but did not for unspecified reasons. Two previous rounds of the talks held on January 12 and January 14 did not yield any results.

On January 18, officials of the Russian electricity monopoly Unified Energy Systems told RFE/RL that on January 4 the Belarusian state power company Belenerga warned Russian officials that electricity transfers to Russia's Kaliningrad Oblast via Belarus might be suspended due to "inappropriate fees" being paid by the Russian side.

According to Unified Energy Systems, Belarus wants more than a fivefold increase in the fees it receives to transit electricity to the Baltics and Kaliningrad. No exact prices were given.
