Ukraine cannot join customs union with Russia, Belarus and Kazakhstan without violating its commitments to WTO

Such an opinion was expressed by Oleksiy Blinov, an economist working for Astrum Investment Management. He said that the customs union between the three CIS countries had officially begun to operate from January 1, 2010.

However, a full-fledged customs union, in which all of the three countries will have unified customs duties with respect to third countries, should begin to operate from July 1, 2010, the economist said. Blinov said that Ukraine's further trade integration with the customs union had been restricted by the fact that the country was already a WTO member, unlike Russia, Belarus and Kazakhstan that are still in talks on accession to the WTO.
