The authoritarian president of Belarus will not attend a European Union meeting this week with several former Soviet republics.
The Belarusian Foreign Ministry said Tuesday that President Alexander Lukashenko will send a deputy prime minister to lead his country's delegation to the Thursday's summit in Prague.
The EU will offer aid and trade accords to several former Soviet republics in a bid to decrease Russia's influence over them.
Lukashenko is trying to improve ties with Europe, where he has faced years of criticism and sanctions for his treatment of critics. He also maintains close relations with Russia.
Many EU leaders will likely be relieved by his absence because of concerns about consorting with a leader known for intolerance of dissent.
