Russia, Belarus to ratify agreement on equal civil rights

The Council of the Federation of the Federal Assembly of Russia is set to consider the ratification of the Belarus-Russia agreement on securing equal civil rights for free traveling and choice of residence on the Union State territory, BelTA learnt from the press service of the upper chamber of the Russian parliament.

The agreement was signed at a session of the Supreme State Council of the Union State in St. Petersburg in January 2006. Belarus ratified the document in June 2006. The Russian State Duma approved it on October 10, 2008.

According to the agreement, the people of one country despite place of residence have a right to freely enter, exit, stay and transit, choose a place of residence on the territory of the other country. The places one needs a special permission to visit in line with the legislation of these countries make an exception.

Besides, the citizens of Russia and Belarus who arrive to the other country are free from the registration within 30 days from the date of entry.

In line with the agreement, citizenship of a person of one of the two sides gives grounds for receiving permanent residence hesitancy. Such an application is considered as a matter of priority in the shortest possible time.

Every side can cease the validity of the agreement by notifying the other side via diplomatic channels. In this case the agreement will become invalid within 90 days from the date of receiving such a notification.
