Vietnam, Belarus boost multi-faceted cooperation

Deputy Prime Minister Hoang Trung Hai paid an official visit to Belarus from October 15-17 to strengthen the traditional friendship and multi-faceted cooperation between the two countries.

During his stay, Deputy PM Hai held talks with his Belarusian counterpart, Andrei Kobyakov, paid a courtesy visit to the Speaker of the Belarusian House of Representatives, Vladimir Andreichenko, and attended the Vietnam-Belarus Business Forum.

At the meetings, the two sides exchanged views on issues of common concern with stress on cooperation on economics, trade, investment, science and technology.

They expressed their delight at the fine development of the bilateral ties, especially after a Vietnam visit by Belarussian President Aleksandr Lukashenko in April 2008 and a visit to Belarus by Vietnamese National Assembly Chairman Nguyen Phu Trong one year later.

Both sides acknowledged their close and effective coordination at international forums, most importantly in the framework of the UN and the Non-Aligned Movement.

They also reviewed the implementation of the agreements reached during the Belarussian President's visit to Vietnam and under the Vietnam-Belarus Cooperative Programme until 2010, as well as discussing specific measures to further strengthen the well-established ties between the two countries such as maintaining the exchange of delegations at all levels.

In the economic-trade sector, both sides agreed that import-export support measures are needed to increase two-way trade, which has declined due to the global economic crisis and remains modest compared to the two countries' potential.

They also agreed to continue speeding up cooperation in education and training, science and technology, direct cooperation between Vietnamese and Belarussian localities as well as expand ties to other potentials areas, including agricultural processing, pharmaceuticals, oil and gas, finance and banking and human resources.

During the visit, the two leaders signed an inter-governmental agreement on principles for cooperation between state agencies and an agreement on cooperation between their central banks.

Speaking at the Vietnam-Belarus Business Forum, Deputy PM Hai affirmed that the Vietnamese government is ready to create favourable conditions for both countries' businesses to set up direct ties.

Several Vietnamese businesses, including the Vietnam Coal-Mineral Industries Group (Vinacomin), the Vietnam National Oil and Gas Group (PetroVietnam), have effectively cooperated with Belarussian partners.

After the forum, the Deputy PM witnessed the signing of several economic contracts worth over US$100 million in total.
