The Parliamentary Assembly of the Council of Europe cannot restore the status of a Specially Invited Member for Belarus until the republic declares a moratorium on capital punishment, says the organization's political adviser Michael Ingledow.
He was speaking with journalists in Strasbourg. He also pointed out that the Council of Europe would like the current election campaign in Belarus to be transparent and open. In this context the European official said he deplored the fact that the Council of Europe is unable to send monitors to Minsk, since Belarus was not a member.
