Belarus advocates new architecture of European security, president says

Belarus advocates the new architecture of European security taking into account the interests of the state, President of Belarus Alexander Lukashenko said during a session of the Security Council on December 15, reported Belta.

The Head of State said that Belarus remains committed to the goals and ideas of the universal nuclear disarmament, nonproliferation of weapons of mass destruction and related technology. Belarus has been expanding its participation in international and regional international security and arms control organizations.

According to Alexander Lukashenko, over the past years the external situation and internal environment, which has an impact on the defence of the state, have changed considerably. The methods and forms of modern warfare have changed too. The main changes in the external environment are related to the military-political and strategic situation in Europe and in the world. "Today the international law cannot protect the sovereignty and territorial integrity of a state that does not have sufficient capabilities to resist a possible aggression. Warfare is unofficially acknowledged by some states as an acceptable instrument of their foreign policies," the President said.

According to him, in these difficult conditions the country needs a coherent policy to enhance the prestige of the country in the international arena. Therefore, it is important that Belarus should concentrate, on the one hand, on the measures to strengthen the Armed Forces and, on the other hand, should actively advocate peaceful positions and constructive initiatives.

As for the internal environment, Alexander Lukashenko said that the sustainable economic development and the socio-political stability help Belarus secure a high level of defence capacity and sovereignty protection. The most important area of strengthening the national security is the country's participation in the international security systems: the Collective Security Treaty Organisation, and the development of the single defence area with the Russian Federation.

The session will focus on the draft defence plan and the Armed Forces formation and development concept through 2020. "We should think today how our army will look like in some ten or twelve years. The process of the construction and development of the Armed Forces should be thoroughly thought over and planned," the Head of State said. Alexander Lukashenko added that the measures related to the defence of the state and the protection of the independence will be funded in full. "It should be assumed that no one will wage a large-scale war in Belarus. If we are to prepare our army, we need to look into the future and project the nature of an aggression. We should work on avoiding any aggression or threat towards our country," the President said.
