Belarus to Supply 115 Thousand Tons of Meat Products to Russia in 2008

The meeting of officials of Russian Ministry of Agriculture and Belarusian Ministry of Agriculture and Food Supply is to take place on December 10-11.

The main subject of the meeting "Agglomeration of markets of agricultural products and food of Russia and Belarus and tasks of agricultural policy within the frames of the Union state" has been already agreed. The issues linked with mutual supply of meat and dairy products to the territories of two countries will be discussed during the meeting as well. The issue on supply of such products from Belarus is especially sensitive.

The question on inspecting of Belarusian processing enterprises by Federal Agency for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) is in the center of attention as well. According to Semyon Shapiro, as far as production technologies and product quality are concerned, Belarusian enterprises do have some shortcomings, but there are some developments which can't be appropriately appreciated and responded to.

Belarusian Ministry of Agriculture and Food Supply offers to review the quota rate for products of animal origin for supply to the Russian Federation in 2009. In 2008 the enterprises of the Ministry of Agriculture and Food Supplies shall supply 2.8 million tons of dairy products and 115 thousand tons of meat products to Russia. These products will be supplied in full, Semyon Shapiro noted. Supply volumes for 2009 have not been determined yet.

According to Belarusian Minister, there is a special necessity for regulating the problems come up in relation to conduction of independent examination of sampling and product analysis for chemical, biological and bacteriological examination. For example, for more objective appraisal of product quality it is necessary to have QC samples as well, to avoid mutual claims and doubts when estimating the examined products. The issues on creation of veterinary control posts at frontier and customs stations are to be examined as well.

Russian party in its turn is interested in studying of Belarusian farms' experience on creation and development of agricultural towns and implementation of the program on rebirth and development of villages.

It is expected that the disputes on meat-dairy question will be settled. This year 26 agricultural producers were not licensed for sale of their products to the Russian Federation, as Belarusian system of product safety control gave rise to unfavourable criticism of Russian specialists.

As the officials of the Ministry of Food Supply consider, meat and milk exports related problems are largely contrived, and Rosselkhoznadzor's claims are not quite true-to-life. The officials affirm that Belarusian products are in great demand and this measure taken by Rosselkhoznadzor was aimed at protection of Russian producers. According to Belarusian experts, Belarusian system of food raw material and food quality and safety provision is not worth than in other countries. The majority of veterinary laboratories are as well equipped as European ones.

Nevertheless at present, Belarusian enterprises eradicate defects specified by Rosselkhoznadzor's inspection; thereat, they are going to do it in a relatively short time. Officials of the Ministry of Agriculture and Food Supply propose to elaborate jointly with Rosselkhoznadzor standard requirements for control of imported product quality and observation of veterinary and sanitary supervision. All the aforementioned issues and many others will be discussed at the upcoming meeting.
