Belarus and Russia signed an economic agreement to eliminate trade restrictions and protect interstate commerce and agreed on an indirect tax system for trade during a March 23 meeting of the Belarusian-Russian Union State Council of Ministers. Russian Prime Minister Mikhail Fradkov said Russia would shortly consider Belarus' request for a $1.5 billion stabilization loan, and Belarusian Prime Minister Sergei Sidorsky said a customs union could soon be in the works.
