The European Union sought yesterday to encourage recent modest steps towards political liberalisation in Belarus by extending the suspension of a travel ban on Alexander Lukashenko, the former Soviet state's authoritarian president.
The gesture underlined the EU's desire not to let Belarus slip completely under the sway of Russia.
