U.N. Apologizes to Belarus

UNITED NATIONS—The U.N. peacekeeping chief said the U.N. mistakenly accused Belarus of delivering three attack helicopters to military forces supporting Ivory Coast's ruler who refuses to cede power.
Alain Le Roy said Wednesday that he apologized to the government of Belarus on behalf of the U.N. for the erroneous report, which he called "a very bad incident."
U.N. Secretary-General Ban Ki-moon's office reported Sunday that one helicopter had arrived at the airport in Ivory Coast's capital, Abidjan, and that additional flights were scheduled for Monday. Mr. Ban called it "a serious violation" of the arms embargo against Ivory Coast.
Mr. Le Roy said the mistaken information came from the independent panel of experts monitoring sanctions against Ivory Coast.
